Prometheus which tracks all microservices and grafana for visual presentation of the statistics & electricity database fix.

Added Prometheus, which tracks all microservices, and Grafana for visually presenting the statistics. Look for the details in the readme file. Mind that I also fixed the electricity microservice to use Postgres correctly, as it used the H2 database before. Because of that, some tests are not working, so I commented for now. We need to look into that.
