PLUMED_STATIC_DEPENDENCIES was changed in 2.2. I restore here the value that
it had in 2.0 and 2.1 to keep it compatible with cp2k installation procedure

This should call ./configure again if ./configure itself has changed,
of if Makefile.conf.in has changed.

It should make more robust the switching between branches with
changes in these files.

The procedure has been adapteb from:

Since plumed 2.2 creates a directory named src/lib/install
upon install, there could be ambiguity in the install target
in plumed 2.1 when switching branches without cleaning.
Now the target is PHONY, and should give no issue.

Configure with "--docdir" was not properly working.
Now it does what it should, that is:
1. If --docdir is specified, install doc there
2. If not, use ${datarootdir}/doc/${PACKAGE_TARNAME}

Notice that I define PACKAGE_TARNAME as equal to program_name
so that it contain also a possible prefix/suffix
