docker: update compose with SPA festival deployments 21-23 

- Add archive-21 service with nginx-spa-21.conf and entrypoint-21.sh
- Add archive-22 service with nginx-spa-22.conf and entrypoint-22.sh
- Add archive-23 service with nginx-spa-23.conf and entrypoint-23.sh
- All use traefik routing with proper path prefix stripping
- Enable read-write volumes for generated content
