Ratings - database & Endpoint Get top 3 movies 

- added Rating table
- added persistence
- added Endpoint to get top 3 unwatched movies
- modified DB mode to `MySQL`
- modified Enum attribute to ordinal
- modified Endpoints Update & Create Rating
- commented tests - TODO
