Removed definition, and added a new one, of some internal macros

from cell.h to settings.h. The new added macro is SIMPLIFY_CHROMATIN_OUTLIERS_CORRECTIONS
that enables to make more naive but faster routine to correct
for chromatin outliers (instead of the "expensive" DT).
