M #-: Various improvements (#255) 

- improve reboot vs ssh-reconnect race, avoid sleep
- don't rely on selinux-relabel via virt-sysprep this requires specific kernel, better reboot+relabel within Packer provision
- remove insights-client in RHEL, it causes issues in infra
