FEAT: Introduce Parent POM

Lukáš Bátora requested to merge Introduce-Parent-POM into main

In order to comply with the "Project must compile with mvn clean install" rule, I have added a parent pom, so all services can be ran/tested at once. I have also added a configuration to enable Transactions in Backoffice/Pharmportal.
