docs: add known issues documentation for SPA assets

Document asset loading issues in archives 20-23:
- Describe symptoms and root causes
- List attempted solutions and their outcomes
- Provide proper solutions for future implementation
- Add testing and reproduction steps

Issue: SPA frameworks use absolute paths that break in subdirectories
