Redownload questionnaire if missing JSON source 

#93

Added a procedure that ensures that when the questionnaire JSON source is missing it will be restored by downloading if from the server.

Created test MissingJsonFileTest::downloadWhenJsonIsMissing() use it to check the whole procedure.
