Front-end should show _something_ even if no organizations are available

Update: Originally, I thought this was connected to just impersonation. Original issue description:

1. Log in as admin,
2. Click on an avatar in the perms panel 10 times.
3. "Impersonation initiated" pops up.
4. Page refreshes but is completely blank.

(To log in again I have to manually remove the impersonated person's cookie.)
