Importing photos with new tags doesn't add those tags to the filter GUI

1. Open a project without a "BrandNewTag" tag.
2. Import a new photo. In the import dialog, assign the "BrandNewTag" to it.
3. Unexpectedly, in the Tag filter GUI, only the pre-existing tags are offered.
