"Set scale" window opens with zoom set to a tiny value (e.g. 2 %, 6 %) instead of "Fit photo"

"Set scale" window opens with zoom set to a tiny value (e.g. 2 %, 6 %) instead of "Fit photo".

Happens both when invoked during importing new photos, and when changing the scale of a single photo via the thumbnail button. Once the zoom has been changed, the program seems to remember it, and the next time "Set scale" is opened, the zoom is set to the previous value (or rather remains unchanged).
